How can we compare the German PV success story to the SW of England?

In 2009 Germany installed 3,500 MW of solar PV capacity, 50% of the worldwide market, yet in the UK there was no market!

However, the introduction of FiTs in this country, which are almost identical to the German initiative, have changed things dramatically
